Finance & Administration Manager
East Wimmera Health Service
Permanent Full Time located at St Arnaud Campus

East Wimmera Health Service (EWHS) is located in North Central Victoria and comprises 5 campuses located at Birchip, Charlton, Donald, St. Arnaud and Wycheproof. We serve a population of 11,800 people and offer a full range of acute, aged and primary care services. The Health Service employs 350 staff and has a budget in excess of $21 million.

St Arnaud – Has a population of 2,300 and is located in central Victoria, a little over a 100 km from the large rural cities of Ballarat, Bendigo and Horsham. The town is situated on the edge of the Grampians wine region and is surrounded by a number of lakes which provide for recreational boating and fishing. A wide range of sporting facilities are available together with a licensed Sporting Club. Education is provided in the form of two primary and one secondary school.

The Position - Reporting to the Finance and Business Services Director the Finance and Administration Manager manages the daily operations of the EWHS Finance Department, St Arnaud Administration and has a functional responsibility for the Campus Administration activity.

This position ensures that the Board of Management, Executive and Management Team may rely on the integrity of the accounts and financial reporting systems. The position plays a key role in the development and maintenance of annual budgets, financial reporting requirements and associated systems. The position works collaboratively with the Board of Management, Executive and Management Team, providing direction and guidance on financial management.

Applicants will have a demonstrated ability to provide effective and professional financial leadership in a health care service environment with excellent communication and interpersonal skills. They also require a working knowledge of Australian Accounting Standards, statutory requirements, regulations, practices and funding which applies in a health services environment. A qualification accredited by CPA Australia or similar accounting body is essential.

The successful applicant will lead a motivated Finance and Administration team committed to providing a high level of financial and administration services to the Board of Management, Executive Staff and Management Team
This position will enable the appointee to utilise their well developed accounting knowledge, management and supervisory skills together with their highly developed communication skills.

KEY SELECTION CRITERIA:
Essential knowledge, skills and aptitudes:
• Tertiary qualifications accredited by CPA Australia or similar accounting body.
• Experience in mainframe and PC based finance systems and extensive experience in preparing and maintaining complex Excel spreadsheets.
• Extensive experience in budgeting, accounting analytical processes and financial reporting processes and practices.
• Proven ability to deliver timely financial reports and analysis.
• Capacity to effectively lead and manage staff to achieve objectives, priorities and performance standards.
• Well developed interpersonal skills and proven ability to promote effective relationships with internal and external clients.
• Demonstrated knowledge of Australian Accounting Standards, statutory requirements, regulations and practices which apply in a health services environment.
• Ability to present complex and varied data in a simple, concise, easy to understand manner.
• Ability to work under pressure and to prioritise work effectively.

OTHER SELECTION CRITERIA:
• Desirable knowledge, skills and aptitudes:
• Financial management experience in a multi-site environment.
• Experience in the public health sector

Conditions of Employment – This position will be up to a HS 5 dependent on qualifications and experience and employment will be under the Health and Allied Services, Administrative Officers – Victorian Public Sector 2009 - 2011 Award.
